Baxter Studio was engaged by West Lothian Council to design the four-million-pound refurbishment of the former County Buildings in Linlithgow’s High Street. The building originally opened in 1940 and served as the offices of West Lothian County Council.  The creation of the new Linlithgow Partnership Centre has brought a number of local services under one roof and has breathed new life into one of the town's most prominent buildings. The facilities accommodated in the completed building including Linlithgow Library and Local History Library, the Council Customer Information Service, Linlithgow Heritage Trust and Linlithgow & District Community Day Care Centre as well as accommodation for council staff and for Police Scotland, who relocated from the nearby police station.
